نقلت لجنة الـ«ميكانيزم» إلى العماد رودولف هيكل طلباً بإخلاء ثكنات ومراكز الجيش اللبناني في جنوب نهر الليطاني أو النزول إلى الملاجئ، استباقاً للتصعيد، وإنذار سكان كافة بلداتها بالمغادرة إلى شمال نهر الليطاني. لكن هيكل رفض الإخلاء ووجه أمراً حاسماً إلى ضباط القطاع بعدم المغادرة.
